No there is no way to create dependencies between attributes like this.
However, it should be pretty easy to modify the Content Management submission pages to do what you want.
All you would need to do is add some scripting to the tagging page for your content type. When the user picked a topic from a drop down menu, you could use jscript/vbscript to update the drop down menu for the subtopic.
