Microsoft confirms that the above is a known bug with Site Server 3.0. The problem is an incompatibility issue with drwtsn32 and newer releases of some Microsoft software. They are due to release an updated version of drwtsn32.
To work around this problem, go to the registry under HKEY_LOCALMACHINE/software/microsoft/windowsNT/currentversion and delete the AeDebug key.
Make a note of the information in the key as you will need to recreate it once the updated drwtsn32 is installed.
