Site Server doesn't work well with Netscape. Our development team has tried to publish pages using Netscape and it failed each time. They haven't experienced any problems with Internet Explorer.
You should be able to set up authentication in the normal manner in IIS 4.0. You set the permissions on the security tab for the site you want to allow publication to. When you set the permissions, you need to remember to give the necessary authorizations.
